The inspection results shall be displayed in an eye-catching position
In order to strengthen the supervision of food safety in an all-round and whole process, the new measures stipulates that the local market supervision and administration departments at or above the county level shall supervise and inspect all food producers and operators in their administrative areas at least once every two years. If the inspection results have an important impact on consumers, food producers and operators shall be required to post or publicly display the record form of supervision and inspection results in an eye-catching position in the food production and business premises in accordance with the regulations. At the same time, the supervision and inspection shall be recorded in the food safety credit files of food producers and operators; There is a serious breach of trust, and the joint implementation of punishment.
The official said that there was no “zero risk” in food safety and that supervision must be “zero tolerance”. It is reported that since December 2012, at the end of each year and the beginning of each year in the past decade, the city’s market supervision departments have carried out a hundred day “spring thunder action” to crack down on violations in the field of market supervision, expose typical cases and respond to people’s concerns. Law enforcement actions related to food safety are the top priority of the “spring thunder action”. 2176 illegal cases related to food business were investigated and dealt with in “Chunlei action 2020”. 2188 relevant cases were investigated and dealt with in the law enforcement sub action of “Chunlei action 2021” to crack down on fake and shoddy food in rural areas. 2411 illegal cases related to food safety have been filed and dealt with in the past two months of “Chunlei action 2022” this year, forming a high-pressure situation to crack down on problem food and promoting the overall improvement of food safety quality in the city, We will ensure the health and safety of the people.
Strengthen food safety risk management
The new measures also implement the spirit of different risk levels and different “law enforcement treatment” for food business enterprises. For example, the new measures stipulates that the key points of supervision and inspection of food production and operation shall be formulated in accordance with the principle of risk management, and the annual supervision and inspection plan shall be prepared by comprehensively considering the factors such as food category, enterprise scale, management level, food safety status, risk level, credit archives and records.
More detailed inspection and stricter supervision
The new measures also refine the inspection contents of food safety production, sales, catering and other links, and the requirements are more stringent.
For example, in the key points of supervision and inspection of food production, add “labels and instructions, food safety self inspection, information recording and traceability”; The general inspection items in the food sales link were increased from 34 to 79, and the contents of “food safety self inspection, food safety traceability system, three special management of imported cold chain food, prohibition of food sales and control of temperature, purchase and sale, storage and transportation” were added; The key points of supervision and inspection on the sales of special foods have been added with “no mixed sales, check of labels and instructions, and no advertising of infant formula for infants aged 0-12 months”; The key points of supervision and inspection in the production and sales of special food were clarified separately; The key points of supervision and inspection of non food producers and operators of food storage business with special requirements for temperature and humidity shall include filing, information recording and traceability, implementation of food safety requirements, etc; Clarify the key points for the supervision and inspection of the sponsors of the centralized trading market and the organizers of the trade fair, which shall include the pre holding report, the qualification examination of the food operators entering the site, the clear responsibility of food safety management, the inspection of the business environment and conditions, etc.
