Good drinking water is one of the basic conditions necessary for human healthy survival. Rural drinking water safety is an important symbol reflecting rural social and economic development and residents’ quality of life. Pan biling, member of the Standing Committee of the National Committee of the Chinese people’s Political Consultative Conference, chairman of the Hunan Provincial Committee of the Democratic Progressive Movement and deputy director of the Provincial Department of ecological environment, focused on the safety of rural drinking water and submitted the “suggestions on Further Strengthening the safety and security of rural drinking water”.

Pan biling said that at present, China’s rural drinking water safety still has some problems, such as difficult to ensure the quality and quantity of water, poor management of water supply projects, poor quality of factory water, insufficient capital investment and so on.

Pan biling suggested promoting the integration of urban and rural water supply, steadily promoting the transformation from rural drinking water safety to rural water supply guarantee, relying on large water sources to establish large water plants, so as to realize the water intake of “large water sources”, the water production of “large water plants” and the water delivery of “large pipe network”. The pipe networks of urban and rural water plants can be interconnected and complementary, so as to realize the same network, quality and service of urban and rural water supply, Form a working pattern of water network planning and urban-rural water supply integration.

Strengthen the transformation of water supply projects. Implement the construction of large-scale water supply projects and standardized transformation of small projects, and continuously improve the guarantee capacity of rural water supply. Focus on the water supply project corresponding to the water source exceeding the standard, optimize and improve the water production process, and strengthen the treatment of characteristic factors to ensure that the quality of factory water meets the standard.

Efforts will be made to standardize the construction of water source protection areas. Fully implement the designation of centralized water source protection areas, strengthen the treatment of prominent environmental problems in water sources, solve the potential environmental risks in and around water sources, and improve the standard rate of water quality. In view of the problem of water quality exceeding the standard in regional watersheds, if the treatment cannot meet the standard, priority should be given to promoting the replacement of water sources.

We will continue to strengthen the regulatory responsibilities of housing and urban-rural construction, water conservancy, ecological environment and health departments, and strengthen supervision and management. Increase financial support for drinking water safety. Increase capital investment in rural drinking water safety, explore and establish a water source ecological protection compensation mechanism in which beneficiaries pay and protectors receive reasonable compensation, and include qualified drinking water sources into the transfer payment of ecological compensation, so as to effectively ensure the management of drinking water sources and drinking water safety.
