We should target domestic and international first-class enterprises, give heavy blows and take strong medicine, solve the outstanding problems in the business environment in Kunming, and explore measures to optimize the business environment that are original, differentiated and highlight the characteristics of Kunming.
We should focus on the requirements of “guaranteed whole process service”, accurately serve the main body of the market, and promote the marketization of the business environment. At the same time, for different enterprises upstream and downstream of the industrial chain and the whole life cycle from start-up, operation to cancellation and bankruptcy exit, and with the help of big data, provide accurate and customized policy services for enterprises, so as to create a more inclusive and transparent business policy environment for enterprises.
Break the restriction and release kinetic energy
The proposal clearly stipulates that policies and measures to benefit enterprises should be implemented. Get rid of unreasonable restrictions that affect new technologies, new business forms and new models, release the development and innovation momentum of enterprises, and update production capacity in an orderly manner.
More importantly, we should focus on key industries and major projects, solve the problem of difficult project implementation, adopt “mother style” assistance and agency services, and timely coordinate and solve the difficulties and problems encountered in the promotion of the project in accordance with the law and regulations. We will strengthen administration according to law, promote law-abiding operation of market subjects with more powerful legal measures, and let market subjects operate healthily under the protection of laws and regulations.
At the same time, we should speed up the introduction of measures to optimize the business environment with Kunming characteristics, and study and formulate corresponding local laws and regulations, so as to provide legal guarantee for all kinds of market subjects to enjoy the opportunity to participate in competition fairly according to law. Explore and improve the management system and mechanism covering the whole field of enterprise intellectual property creation and protection, dispute handling, bankruptcy liquidation and so on, use new regulatory means to implement more accurate and effective supervision, so that market players can operate in accordance with the law and fully enjoy the dividends brought by the legalized business environment.
Break through barriers and clear obstacles
Kunming should take the construction of Kunming area of China (Yunnan) pilot free trade zone as an opportunity to explore an effective path to connect with international rules, focus on Trade and investment liberalization and facilitation, and create a new highland of Kunming’s business environment with “the simplest link, the highest efficiency, the best service and the lowest cost”, so as to better serve the strategic positioning of a regional international central city.
In terms of attracting foreign investment, we should implement the national treatment of foreign-funded enterprises and accelerate the implementation of major foreign-funded projects; We should encourage and promote small, medium-sized and micro enterprises to accelerate transformation and upgrading and create more opportunities for them to go abroad and go to the world.
Improving the efficiency of administrative examination and approval is also a key link. The proposal clearly stipulates that we should speed up the opening of data barriers of government departments, break down departmental interests and local protectionist barriers, fully implement “one-stop”, “one window”, “one-time” and “inter provincial office”, promote the realization of “one seal for examination and approval”, minimize the examination and approval levels and links, and improve the efficiency of administrative examination and approval.
To create a civilized and honest business social atmosphere, we should build a new type of government business relationship of “pro” and “clean”, establish and improve the normalized communication and feedback mechanism between government and business, build a “face-to-face” service platform for government and business, respond to demands in time, help solve problems, and strive to create a good atmosphere of valuing, respecting, pro business and ensuring business.

Private economy is an important force in social and economic development. However, due to the small scale, low starting point and scattered distribution of private small and medium-sized enterprises, they have been plagued by factors such as low industrial level, lack and loss of talents, difficulty in fund-raising and so on. According to Yang Lirong, deputy to Kunming Municipal People’s Congress and vice chairman of Yunnan Xiangfeng group, under the background of strict tightening of the current land policy, the problem of difficult guarantee of land factors has become the main bottleneck restricting the healthy and orderly development of private small and medium-sized enterprises.
Yang Lirong said that the long time of land approval had a serious impact on the development of enterprises. Some relocation projects could not be put into operation because they did not obtain the land use certificate of the project. In addition, the difficulty of land security is also a major problem currently facing. “The total amount of construction land is controlled every year. If the land for key construction projects is guaranteed, the land for the development of small and medium-sized enterprises cannot be guaranteed. The phenomenon of ‘project and other land’ of small and medium-sized enterprises is particularly prominent.”
Yang Lirong suggested that when issuing the planned indicators of new construction land, relevant departments should fully consider reserving space for the development of private small and medium-sized enterprises and arrange special indicators for the special guarantee of land use of private small and medium-sized enterprises. At the same time, for the land used by private small and medium-sized enterprises for environmental protection projects encouraged by some countries, the relevant government departments should try to shorten the approval cycle from the aspects of land space planning and control, index management, land application for approval, land supply and so on. In addition, the industrial park should appropriately reduce the access threshold, strive to solve the problem of “inaccessibility” of small and medium-sized enterprises, ensure the smooth entry and Entrepreneurship of small and medium-sized enterprises in the park and realize cluster development. The park can use the “rent first and then let” method to reduce the pressure of small and medium-sized enterprises on the land transfer price, and can also reduce the idle situation of land and plants in the park.
