Arbitrum's Short-term Incentive program is set to conclude by January 31, 2024, and will be promptly enacted once approved. The proposal comes in response to the shortcomings of the DAO Airdrop, prompting action from the Arbitrum Foundation. Anticipated outcomes from the Short-term Incentive Program include:
Distributing Incentives to Arbitrum Protocols & DApps to foster network and ecosystem expansion.
Experimenting with the Incentive strategy to boost user engagement, transaction volume, the number of transactions, and overall ecosystem liquidity.
Exploring new incentive models to optimize costs effectively.
Gathering data on the efficacy of Incentive injections and devising future Incentive Programs.
The Arbitrum Foundation's approach to deploying incentives in the ecosystem exhibits a careful and strategic mindset, aiming for an effective deployment similar to Optimism's approach.
Roadmap of Arbitrum Short-term Incentive Program
The timeline for the Arbitrum Short-term Incentive Program is as follows:
Week 1 (September 1, 2023): Publish a community consultation article on the Forum.
Week 2 (September 9, 2023): Implement the Snapshot Vote.
Week 3 (September 16, 2023): Initiate the Onchain Vote concurrently with project applications and community evaluations.
Week 4 (September 23, 2023): Continue the Onchain Vote alongside project applications and community evaluations.
Week 5 (September 30, 2023): Execute the voting process for eligible projects.
Week 6 (October 7, 2023): Disburse funds for phase 1 projects, while phase 2 project applications continue.
Week 7 (October 14, 2023): Subject phase 2 projects to community evaluations.
Week 8 (October 21, 2023): Continue community evaluations for phase 2 projects.
Week 8 (October 28, 2023): Conduct community voting for phase 2 projects.
Week 8 (November 4, 2023): Disburse funds for phase 2 projects.
The current community proposal presents four options for consideration:
Allocate 25M ARB for Incentives until January 31, 2024.
Allocate 50M ARB for Incentives until January 31, 2024. It's important to note that the Incentive Program is expected to have a total value of 50M ARB at the time of writing, and this proposal will be open for voting until September 18, 2023.
Allocate 75M ARB for Incentives until January 31, 2024.
Oppose the proposal.
Criteria for Eligible Projects
Here are some prerequisites for participating entities:
Grantees (Sponsored Individuals/Projects) must hold ARB and refrain from converting it to other assets, drawing lessons from the DAO Airdrop.
Grantees should not initiate their own Incentive Program independently.
Grantees are expected to submit a comprehensive plan within the application form, encompassing objectives, incentive strategies, attained results, and more.
Grantees must furnish complete data on metrics such as TVL, Active Users, Volume, Fees, etc., 30 days before and after implementing the Incentive, utilizing Dune Analytics. Failure to do so may grant the Arbitrum Foundation the authority to terminate the Incentive.
Grantees are required to make their wallet addresses publicly accessible.
The Incentive should not be employed to engage in DAO activities.
Grantees must undergo KYC with the Arbitrum Foundation to receive the allocated funds.
Note: Projects can only participate in one incentive round. Projects that fail in round 1 can return to round 2.

• Beacon Grants (<= 200K ARB) Recommendations: Live on Arbitrum for at least 2 months. Meets one of the following criteria: .> $1.5M TVL. .>$2M 30D cumulative Volume.
• Siren Grants (Up to 750K ARB) Recommendations: Live on Arbitrum for at least 4 months. Meets one of the following criteria: .> $4M TVL. .>$40M 30D cumulative Volume.
• Lighthouse Grants (Up to 2M ARB)* Recommendations: Live on Arbitrum for at least 6 months. Meets one of the following criteria: .> $15M Arbitrum Network TVL. .> $100M 30D cumulative Volume.
• Pinnacle Grants (> 2M ARB)* Recommendations: Live on Arbitrum for at least 12 months Meets one of the following criteria .> $30M Arbitrum Network TVL .> $200M 30D cumulative volume
*Grants greater than $1M ARB will be asked to include milestone-based funding tranches in their application.
