Urban and rural residents: non residents who have registered residence in Xi’an or registered in Xi’an, or have obtained the residence permit in Xi’an, are not included in the scope of basic medical insurance for urban workers. They participate in the basic medical insurance for urban and rural residents in Beijing.

Children under 12 years of age: children under 12 years of age, whose guardians have registered residence in Xi’an, residence permit or participate in the basic medical insurance for urban workers in Xi’an, can participate in medical insurance for urban and rural residents in Xi’an.

Students: all kinds of full-time undergraduate, junior college students, full-time graduate students, technical secondary school students and technical school students in Xi’an will participate in the medical insurance for urban and rural residents where the school is located. In principle, they will participate in the insurance as a whole and pay through the school.

Payment standard in 2022

In 2022, the payment standard of basic medical insurance for urban and rural residents in the province was unified as 900 yuan, including 580 yuan of financial subsidy per person per year and 320 yuan of individual payment standard per person per year. Classified subsidies will be provided for the individual contributions of some special personnel.

Special poverty-stricken persons, orphans and children who are actually not supported shall be fully subsidized without individual payment. For the objects of subsistence allowances, those who are unstable in getting rid of poverty and are included in the monitoring scope of subsistence allowance marginal families (urban and rural low-income families) of the Civil Affairs Department, and those who return to poverty and cause poverty, those who are unstable in getting rid of poverty and are included in the monitoring scope of rural low-income population of the Rural Revitalization department, the insured individual payment subsidy is 240 yuan and the individual payment is 80 yuan.

The above insured persons who enjoy classified subsidies shall participate in the insurance and payment during the centralized payment period. Those who do not participate in the insurance and payment during the centralized payment period shall not enjoy the individual payment classified subsidy policy.

Provisions for special personnel of category III

Newborn: from January 1, 2022, the guardian shall use the newborn’s real name and identity certificate within 90 days of birth. After completing the registration and payment through the channels designated by the tax department, the treatment enjoyment period is from the date of birth to December 31 of the year of birth; If the medical insurance fee of the year of birth is not paid within 90 days in the year of birth, the payment can be completed according to the payment methods and individual payment standards of other special personnel in the year of birth, and the treatment enjoyment period is from the next month to December 31.

If the birth date of the newborn is less than 90 days from December 31 of the current year, the medical insurance premium of the current year must be paid within 90 days after birth, and the treatment enjoyment period is from the date of birth to December 31 of the current year. If you need to enjoy the medical insurance treatment of the next year of birth, you must complete the payment according to the payment standard of the next year of birth within 90 days after birth, and the treatment enjoyment period is from January 1 to December 31 of the next year; The medical insurance fee of the next year of birth cannot be paid for more than 90 days.

College Students: freshmen enrolled in the autumn of 2021 and college students who did not pay the medical insurance for college students in the previous academic year, after paying the medical insurance expenses for urban and rural residents in 2022, the treatment enjoyment period is from the date of payment completion to December 31, 2022, during which the reimbursement amount shares the maximum payment limit with that in 2022.

Special personnel who do not pay in the centralized payment period: special personnel who do not pay in the centralized payment period, need to participate in the insurance after the start of the treatment enjoyment period and are allowed to participate in the insurance by the policy (retired soldiers, employees, etc.) who complete the insurance payment according to the specified individual payment standard, the treatment enjoyment period shall be calculated from the next month after the completion of the payment.
