It is understood that Guangxi is an economically underdeveloped area with a high proportion of rural population, scattered residence, many mountainous areas, high cost and low output of communication network construction. As a result, the investment in rural areas has been significantly insufficient for many years, which can not meet the communication needs of the majority of rural people in production and life. Since 2016, Guangxi has vigorously promoted the connection of optical fiber networks and 4G networks in rural areas by focusing on the pilot of telecom universal service. By December 2018, 100% of administrative villages in Guangxi will have access to the optical fiber network, and by August 2019, 100% of administrative villages will have more than one 4G base station. It is expected that the ribbon area 0-3km away from the border will basically cover the 4G network by the end of November.

In order to provide solid support for building a moderately prosperous society in an all-round way, the Ministry of industry and information technology issued the guide for the pilot application of universal telecommunications services in 2019, which requires relevant units, including basic telecommunications enterprises, to conscientiously apply for the construction of 4G communication base stations in any area without 4G network coverage in more than 20 households within 0-3km of the border, such as border residential areas, schools and clinics, ports, outposts and surrounding roads, To significantly improve 4G network coverage in border areas.

Combined with its own network and construction capacity advantages, Guangxi Mobile actively fulfilled its responsibilities and took the initiative. Based on the full investigation of 4G networks in border areas, Guangxi Mobile actively carried out the application, and won the bid for the 2018 telecom universal service pilot border project in November 2018. A total of 738 4G base stations will be built along the border of Guangxi in this project. Guangxi Mobile undertakes the construction of 452 stations, accounting for 61% of the total construction scale, involving the construction tasks of 8 China Vietnam border counties (cities) such as Pingxiang, Jingxi, Napo, Daxin and Longzhou.

In order to speed up the project construction, Guangxi Mobile has invested nearly 100 million yuan to overcome the objective adverse factors such as high mountains, poor natural environment and difficult construction conditions in the border areas, and promote the coverage of 4G network signals in administrative villages, border roads and tourist attractions in the border areas. At present, the company has nearly 1000 4G base stations within 0-3km of the border, and has achieved the coverage of residential areas, ports, outposts and other areas within 0-3km of the border, with the 4G coverage of 980 natural villages along the border reaching 99%. It is understood that at present, Guangxi Mobile is further testing important areas such as border roads and ports to solve the weak signal situation and improve the signal quality through optimization and other means.
