It is reported that in order to speed up the classification of domestic waste in Nanning, Nanning issued the work plan of domestic waste classification in Nanning in 2022 (hereinafter referred to as the work plan). The work plan proposes that by the end of this year, we should achieve the goal of more than 16% of kitchen waste, more than 35% of domestic waste recycling and more than 60% of resource utilization, so as to ensure that the classification of domestic waste in Nanning remains the first in similar cities in China.

Strictly implement the regulations on restricting excessive packaging of goods

The work plan points out that we should promote the effective implementation of the large waste management system, and focus on promoting the construction of differentiated charging systems for domestic waste. Adhere to the source reduction, promote recycling, promote pollution and carbon reduction, and form a green development mode and lifestyle.

Promote the establishment of local product waste classification and identification system, and gradually set up eye-catching waste classification and identification on product packaging. Guide physical sales, express delivery, takeout and other enterprises to strictly implement the relevant provisions restricting excessive packaging of goods and avoid excessive packaging. Party and government organs took the lead in stopping the use of non degradable disposable plastic products, and gradually banned the use of non degradable plastic bags in shopping malls, supermarkets and farmers’ markets in urban built-up areas. Tourism, accommodation, catering and other industries do not actively provide disposable products. Postal express outlets reduce the use of non degradable plastic packaging bags and disposable plastic woven bags, promote the reuse of express packaging materials in the same city, and promote the application of recyclable and foldable packaging products and logistics distribution appliances such as “shared express boxes” and reusable refrigerated express boxes. Encourage the use of recycled paper products and accelerate the promotion of paperless office. The disposable use of Party and government equipment and office supplies in state-owned enterprises and institutions is not allowed. Promote the listing of clean vegetables and clean agricultural and sideline products in cities, and encourage the use of vegetable baskets and cloth bags.

Regular and fixed-point delivery and supervision of fixed personnel in residential areas

Implement the regular and fixed-point delivery system. The residential area adopts the “7979” mode of regular and fixed-point delivery and fixed-person supervision, focuses on promoting the removal and consolidation of domestic waste collection containers in the residential area, and regular and fixed-point delivery, carries out the supervision of the bucket side for at least three months, strengthens the supervision during the waste delivery period, and improves the delivery accuracy of kitchen waste and other types of waste. Promote the majority of residents to classify at home, carry downstairs regularly and cast accurately at fixed points.

Achieve 100% standard of waste classification in farmers’ market

The work plan also proposes that by the end of the year, all urban areas and development zones will realize the full coverage of the domestic waste classification, regular and fixed-point delivery system in at least one street (town) residential community, and all counties (cities) will realize the removal and consolidation of barrels in at least one Street residential community. Achieve 100% standard of domestic waste classification in the farmers’ market. Make a thorough investigation on the clearance and transportation of domestic waste in the farmers’ market and reasonably set up connection points to ensure that 100% of the kitchen waste in the farmers’ market is collected, transported and treated in a standardized manner by the end of the year. All counties (cities and districts) explore and innovate the technical route of rural kitchen waste treatment, reduce the amount of waste out of the village, adjust measures to local conditions, ensure that kitchen waste does not leave the town, solve the problem that local and nearby closed-loop can not be realized in rural areas, and ensure that kitchen waste can be treated ecologically. Strengthen the demonstration drive and continue to lay a solid foundation for 14 pilot townships of domestic waste classification. By the end of 2022, each pilot township will create a number of characteristic demonstration villages of waste classification.
