It is understood that in the new development stage, the development zone will further optimize and improve the industrial system and innovation system, strengthen industrial coordination and supporting links, and improve the industrial strength and development quality of the development zone according to the relevant plans of the 14th five year plan, the municipal land space plan and the modern industrial layout plan. By 2025, the total GDP of the development zone will account for about 60% of the city, the annual growth rate of industrial added value above the designated size will be more than 10%, the annual growth rate of added value of service industry will be more than 8%, the regional R & D expenditure will account for more than 5.5% of the GDP, and the total import and export trade will exceed 600 billion yuan, so as to give full play to the role of the development zone as the main battlefield of economic construction, the main force driven by innovation, the main window of opening to the outside world and the main position of industrial development.

Each development zone is positioned with distinctive characteristics. Xixian new area focuses on advanced manufacturing, electronic information, airport economy, scientific and technological research and development, cultural tourism and headquarters economy; Xi’an high tech Zone focuses on Optoelectronics, automobile, intelligent manufacturing, biomedicine, new energy and new materials; Xi’an Economic Development Zone focuses on automobile, new materials and new energy, equipment manufacturing and electronic information; Xi’an Qujiang New Area focuses on the integrated development of culture and tourism; Xi’an international port area takes the development of port economy as the main direction; Xi’an Chanba ecological zone focuses on the development of conference and exhibition, cultural tourism, modern finance, digital economy and other industries; Xi’an Aerospace base focuses on digital economy industries such as civil aerospace, new energy, big data, artificial intelligence and intelligent terminals; Xi’an Aviation base (Fuyan industrial cooperation Park) focuses on aviation manufacturing and speeds up the construction of international advanced and domestic first-class aircraft comprehensive development, production and application base.

With continuous innovation and development, high-tech enterprises in the development zone will account for 75% of the total number of the whole city in 2025; Through cluster development, 300 specialized and special new enterprises above the provincial level will be added in 2025; Sustained green and intensive development.
