Liu Min, the deputy director of Shanghai’s e-commerce Commission, said that it was difficult for the e-commerce commission to close down the e-commerce warehouse for some time because of the epidemic, which was mainly due to the fact that the e-commerce Commission had not been able to close down the e-commerce warehouse in Shanghai, “Now Shanghai is trying to open up the blocking points and help e-commerce platforms improve production capacity and transportation capacity on the premise of meeting the requirements of epidemic prevention.”

According to Liu Min, Shanghai is trying to restore transport capacity and promote the opening of commercial node outlets such as large warehouse and front warehouse of e-commerce platform. At present, 42 non epidemic related warehouses of Shanghai e-commerce platform have resumed business, 779 non epidemic related front warehouses have resumed business, more than 18000 takeout riders are on duty, and the daily delivery order volume is about 1.8 million. At the same time, offline stores of key guaranteed supply enterprises such as supermarket stores are also gradually resuming business. As of April 15, 1011 non epidemic related stores in key supermarket stores have opened, and the number of employees has increased by 37% compared with the previous period.

According to Liu Min, in order to further improve the distribution efficiency, some supermarkets in Shanghai have launched a variety of family supply guarantee packages such as rice flour, grain and oil, vegetables, melons and fruits, washing and care products, which are connected with the neighborhood committee of the street town or collect the demand orders of community residents through the enterprise app, and then the stores sort and distribute the goods to the community through the third-party logistics company. For example, Bailian Group has carried out “collection and distribution”, supplied 1.5 million guaranteed supplies such as “citizen gift bags”, and cooperated with China Post, Shunfeng and other large transport logistics enterprises to send them to residential communities. Carrefour cooperated with Volkswagen logistics, invested more than 40 minivans, served more than 300 communities in total, and the average daily order volume increased by 38% compared with the previous period.

Liu Min pointed out that delivery riders and other insurance providers are highly mobile and belong to people in high-risk positions. Shanghai is also providing them with more convenient testing services. At present, Shanghai requires that the nucleic acid detection frequency of warranty personnel should be “2+2” mode, that is, two antigen tests should be carried out on the first day of two days, and one antigen test and one nucleic acid test should be carried out on the second day. In terms of the setting of nucleic acid detection points, Shanghai not only launched fixed sampling points dedicated or prioritized by guarantee personnel, but also set an appropriate number of mobile sampling points and some 24-hour service points to better meet the detection needs of guarantee personnel.
