Securing the private “situation”: making the tourism environment more secure and orderly

The site of the “bush” was found to have been deceived, charged for private “road cards” and at risk for lack of security facilities … At present, emerging small tourist destinations have become “new pets” for tourists, but tourists who have suffered from the problem of private “situation”.

In the near future, there has been a series of problems and hidden problems caused by irregularities in the provision of visiting services to tourists and in the conduct of tourism operations without the consent of the relevant authorities. In response, the Ministry of Culture and Tourism has recently released news that it is scheduled to undertake a private “situation” exercise from September to November this year, and to issue a programme of work for the rehabilitation of the private “Situation” issue (hereinafter referred to as the Programme), to further regulate the tourism market order, to protect the ecological environment and to safeguard the interests of tourists. A number of locations have begun to implement corrective actions and to open access to complaints. Why have the problem of private “scension points” been repeatedly banned? How should we take root? What issues should the tourism community reflect on this disruption? Journalists interviewed.

1 Private “debt” undermines market order

“It is fearful that fewer people will go to the suburb and that several walking routes will not be safe.” For Ms. Shaw, who had visited many areas of the scene, a number of recent small tourist lines had attracted her attention, but she was caught in a paradox because of her own news of “views”.

The establishment of private “scension sites” has been one of the tourism pitfalls, and there have been numerous security incidents and tourist disputes. The so-called private “situation” is a site created without the authorization of the relevant authorities without due process. These include, inter alia, the unlicensed operation of tourism projects, the unauthorized collection of tickets, private self-build tourism facilities, false propaganda of clients and self-direction of land uses.

Unadministered, inadequate facilities and services, excessive fees and security and health problems have caused many tourists to suffer.

The Tourism Act clearly states that the opening of the landscape should have the necessary tourism-related services and support facilities, the necessary safety facilities and systems, and the necessary environmental protection facilities and ecological protection measures. It is clear that these conditions are not available for private “debts” and are not in conformity with the relevant provisions of the tourism law.

The Director of the Centre for Synergo Innovation, Department of Modern Tourism Development, University of South Korea, pointed out that the establishment of a private “situation” was a disorderly development of tourism resources, which, owing to the lack of scientific planning and guidance, could lead to damage to the regional environment and resources, and that the lack of legal supervision and government regulation made it easier to violate land, the environment, construction and the safety of tourists and tourism. “In addition, private spots can disrupt the market order in tourism, as is the case with black vehicles without a licence, to the detriment of the legitimate interests of the formal landscape.”

“The importance of carrying out tutelage-building activities with multiple roles, such as filling gaps, curing blind points, preventing shocks and ensuring security, can reduce the externality of unregulated tourism operations, maintaining basic industrial order and safeguarding the safety and legitimate interests of tourists through rehabilitation”. The Secretary-General of the Centre for Tourism Studies of the Chinese Institute of Social Sciences, Kim Jong-up.

2 Why the phenomenon of private “situation” is not repeated

It is extremely attractive to the “smart spots” “small-free access to water during the summer”. The impact of the Internet has contributed to private “debt” behaviour, not only about false propaganda, but also to the creation of a card charge near a site where tourists are called “upon”.

The problem of private “scension points” has long been exacerbated by the growth of networks. The experts pointed out that the main causes included three aspects, one of benefits, the absence of regulation and the lack of supply.

“In the case of speculators who want to earn money, the threshold of private “development” is low, with little investment, quick wins, great profit spaces, and inadequate regulation leads to lower costs of violations. The regulation of private “detatus” acts involves a wide range of sectors and makes it extremely vulnerable to regulatory blindness and loopholes in specific regulatory processes.” Isis added.

The Fund believes that multisectoral management is cross-cutting, with multiple management components, as well as management blindness areas, thus giving space for barbaric growth in relevant industries; and that the rapid development of new business patterns has created many problems that have touched upon gaps in the management of traditional landscapes.

From a supply- and demand perspective, the inadequate number of spots available and the need to upgrade tourism consumption have not been met, creating opportunities for privately “scenario” savage growth. Outdoor travel, such as open-door, search-and-failing, has a large number of loved ones, and some traditional attractions do not have these functions to meet tourist needs.

“Operations of a landscape nature that are not managed as a result of landscapes are currently difficult to define, especially after the emergence of camps, remoteness and leisure movements, the boundaries between traditional attractions, attractions, areas for exploitation and resources are becoming increasingly blurred, and there are a number of defining problems in the management of the boundaries of the sites, certification, etc.”. Kimberly.

3 Multi-stakeholder cooperative regulatory long-term mechanisms

There have been a number of remedial actions in various parts of the country in connection with the illegal establishment of “scenarios”, but it remains easy to “relapse” after operations. Experts pointed out that curing this type of disorder requires a multiplicity of efforts to improve regulatory and governance efficiency through multisectoral joint law enforcement, to integrate regulatory powers, to strengthen regulatory enforcement and to increase the cost of law violations.

The Programme has clearly focused its work on requiring all locations to undertake a comprehensive mapping of the problem of private “situation” in the Territories, and to undertake immediate legal changes in accordance with the outcome of the mapping exercise. At the same time, strict law enforcement is imposed, and local cultural and tourism administrations, integrated cultural market enforcement agencies are responsible for enforcing law enforcement responsibilities in conjunction with relevant sectors such as natural resources, ecological environments, market regulation, etc.

In fact, the issue of private “scension points” is backed by a multi-stakeholder contest, such as government departments, landscape companies and local villagers, and the question of attribution of some of the flare-up “scenarios” proceeds is blurred. In response, the Programme proposes that long-term mechanisms be put in place and that all regions should be given a dedicated opportunity to study in depth the causes of the problem of private “scensions”, to clarify the relationship between the Government, the market, the local population, etc., and gradually to share common ground.
