Four Formal Ways to Participate in Octopus Network Governance

When the Octopus Network mainnet was launched on October 8, 2021, Founder of the Octopus Network promised on behalf of the core team that it would take 3 years to transform the Octopus Network into a decentralized protocol completely owned and managed by the community.

We believe that a transition period of 3 years is appropriate: too early and too fast decentralization is dangerous, Because decentralization means lower efficiency, the higher the degree of decentralization, the lower the efficiency of our decision-making and actions.

Premature decentralization is meaningless

If the mechanism design has not been verified, we could face governance attacks by rashly implementing decentralization because, in the early stage, when community participation is still growing and not broad enough, it’s easier for malicious minority actions to occur.

We are unwilling to risk the potential of a minority of people’s actions damaging the interests of the majority.

We currently plan four ways of formalizing community collaboration and community governance: They are “Community Call”, “Forum”, “Octopus Improvement Process” and “Onchain DAO”

1.Community Call

Community Call is a space for community members who really actively participate in the governance of the Octopus Network and have vital interests in the Octopus Network, and can freely communicate with the core team. Participants include validators, delegators and core team members of the Octopus Network ecological Appchains.

Currently in the Octopus Network Discord, the Nepbot robot is used to verify the on-chain pledge status of the validator and the delegator in real time, and assign the corresponding identity group to enter the exclusive "Community Call" voice channel.

The Community Call is divided into two parts. The first part is that the core team will introduce the progress of all aspects of the project; the second part is the free discussion stage, which encourages everyone to discuss based on objective facts and even question and challenge and explore the best solution together

After the Community Call is over, we will award "Medal NFT" to the community members who participated in the conference throughout the meeting to prove that they have "personally attended and participated" in the Community Call of Octopus Network.

The essence of the medal NFT is a non-transferable proof of attendance, that is, Proof of Attendance. It represents the degree of attention and even contribution of community members to the community, and we will gradually give them rights and interests in the process of community development.

2.Forum Forum

Forum is used to freely discuss community improvement suggestions. The forum is currently open and the address is:forum.oct.network. Everyone is welcome to register and express their views and participate in the discussion.

3.Octopus Improvement Process

Octopus Improvement Process, referred to as OIP. OIP is the self-evolving process of the Octopus Network protocol. All blockchain developers and researchers are welcome to provide protocol improvement suggestions to the Octopus community, including suggestions for Octopus' technical architecture, economic system, and governance process.

In the early stages, the Octopus Core Team reviews the suggestions, advances suggestions of value from the proposal stage to the accepted state, then organizes a wider community discussion around the proposal and finally implements it.

On the basis of OIP, more developers and researches in the form of individuals or teams can contribute to the Octopus Network protocol. The core team of Octopus Network will also be gradually dispersed and integrated into the community until it disappears. The power to adopt and implement the OIP will also rest with the Octopus DAO.

4.Octopus DAO

The Octopus DAO has three powers:

1、 Allocate Resource
Octopus DAO will have the right to allocate treasury funds to individuals or teams that contribute to the Octopus protocol and community through proposals, including development, marketing, community building, etc.

2、upgrades that consist of any changes to the protocol on the chain

3、the appointment and removal of the Task Force and the granting and withdrawal of authority

Based on the complexity of the Octopus Network infrastructure, after it enters the stage of stable operation, someone still needs to maintain it. Maybe something as straightforward as smart contracts, such as DeFi on a public chain,Daily maintenance will be very simple, but the Octopus Network is far more complex than a set of smart contracts, so it must be maintained by humans. Currently, the Octopus Network Task Force maintains the operation of the Octopus Network. In the future, the appointment and removal of the Task Force — and the granting and withdrawal of authority — will all be decided by Onchain Governance.

These are the four community collaboration methods we are implementing.

The governing body of Octopus DAO is Council.

Council Member comes from the Appchain validator. The owner of Octopus Network is the validator of the Appchain. They stake OCT and run nodes to provide security for the Appchain. This is the core economic behavior of Octopus Network. When delegators delegate OCT to validators, they also delegate governance rights.

We have launched a smart contract for automatic Council Member. The initial number of Council members is 21, and it will gradually increase in the future, but it should not exceed 100 in the end, because representative democracy has a comfortable zone, too many members will lead to too scattered power and uncoordinated, too few will not be enough to represent the diversity across the community. For the purpose of the Octopus community, dozens of governance agents are a more appropriate range. These Council Members (equivalent to parliamentarians) together constitute the power entity that determines all the major policies of the Octopus Network. Council Members are elected based on the number of OCT staked by the validator node and the number of OCT delegated on the validator node.
