Baiquan Tun, Heming Village, Tiande Town, Xifeng County, Tieling City, is located at the border of Liaoning and Jilin provinces. There are 18 households with 46 villagers, mostly old, weak or minors. The only road out of the village needs to pass through Jilin Province to reach Tiande town. Previously, due to the needs of epidemic prevention and control, the village roads were closed, and baiquantun had logistics difficulties for a time.

Previously, due to the serious shortage of material reserves in daily life, after the villagers issued the “micro wish”, the volunteers of the new era civilization practice station in the village received orders for centralized procurement, loaded the purchased rice, noodles, oil, eggs, vegetables and other materials to the foot of the mountain, and then the volunteers climbed the mountain with their hands on their shoulders and materials on their backs. It took about 40 minutes of trek before they could send the materials to baiquantun.

“It’s not a way to send materials in this way for a long time, and it’s more difficult and unsafe to climb over the mountain in the rainy season.” Relevant units in Xifeng County, Tieling City, who participated in the “micro wish” activity of millions of volunteers organized by the provincial Office of spiritual civilization and co organized by Liaoshen Evening News, saw and were anxious, “road construction is the fundamental way to solve the wishes of the people in the village.” As the supporting unit of Tiande Town, the Publicity Department of Xifeng County Party committee actively sought solutions together with Tiande town government. After understanding the situation, Xifeng County Party committee and county government decided to allocate funds to build roads, so as to fundamentally solve the urgent problems of the masses.

In order to ensure the quality and progress of the project, the Party committee and government of Tiande town built a 1.3km new operation road from kangjiatun to baiquantun in the form of construction of operation road, taking the way of going up the mountain without touching the forest land, detour and filling, with a total investment of 300000 yuan.
