Since April, 39 “strong-basket” high schools have been reintroducing their enrolment stamps and opening the 2023 “strong-basis” programme. Since 2020, the Ministry of Education has carried out a pilot study on enrolment reform in basic disciplines in some high schools, which has been implemented for three years, with over 18,000 new recruits. The pilot high-school innovation model has led to the selection of high-quality students who are interested, interested and talented in the study of basic disciplines. What changes have been made to the policy of enrolment in higher education in this year, when the “strong-base” programme is in its in-depth implementation phase? What trends can be seen in this context?
Major strategic needs of countries with additional professional services
In 2022, three high-level schools at the University of North-East, the University of Lake South and the University of North-West Agroforestry and Technology joined the Strong Foundation scheme, which was expanded from 36 high schools to 39. This year, the number of high-level enrolments in the “strong-base” scheme has not changed, but there has been a new expansion in enrolment.
This year, the University of the State of Maryland has introduced additional grass-roots science (bed plant bioplanning) specializations, as well as additional composite materials and engineering works at the University of Haralin Industries, engineering for the manufacture of vehicles, materials science and engineering, and three space materials and machinery disciplines.

The Permanent Vice-President of the Academy of Benconomy of the University of Harabin Industries, Zhao Yon, introduced three additional specializations in key areas such as aerospace, new materials, advanced manufacturing, high-end equipment, the inclusion of space materials and space machinery in the “strong-based plan”, which would allow the full release of the many years of deep-rooted scientific research in the field of space, as well as the channelling of additional outstanding talent to the major scientific fields related to our space.
The High School of the Strong Foundation has offered its own “principal” enrolment. The University of the State of Maryland is a “two-way” construction discipline in the country, with a national first and A+ in the third and fourth round of national studies, with two Chinese engineering cadets in the field of grass-roots science, with a strong scientific capacity. The three additional “strong-base” specializations at the University of Haralin are at the national level undergraduate specialization, and are based on material science and engineering, mechanical engineering disciplines, as well as national “two-way” construction disciplines, leading scientific research and talent development and a strong teacher.
As part of the Basic Learning Reform Programme, the Strong Basic Plan focuses on enrolment in mathematics, physics, chemistry, biology and history, philosophies, ancient scripts. At the same time, journalists have learned about the “strong-base” enrolments of higher schools, and the “strong-base” programme also focuses on highly relevant professions and emerging cross-disciplinary disciplines, serving high-end chips in key areas such as software, smart science and technology, new materials, advanced manufacturing and national security.
Need for abuse and stricter criteria for selection
In January of this year, the Ministry of Education issued a circular on the placement of general high-schools for 2023, which called for a stronger base programme to further optimize the admission process and improve the quality of selection. A number of high-level “strong-base” schools have been fine-tuned to selection procedures, format and content.
The results of the high-level examination and of the results of the study carried out by the strong base programme are generally recorded after the high-level results are published, with a few candidates abandoning the “strong-basket” after the high-level examination. As a result, last year, the University of Jordan, the University of Shanghai and the University of Nanjing took the lead in pre-empting the duration of the study to the high performance. This year, the Chinese University of Science and Technology, the University of Jiang, the University of West China, the University of Transportation, the University of Jeju and the University of Cambridge, all pre-school time.

Both the Beijing Polytechnic University and the University of Lake Nan cancelled the penultimate part of the survey this year, with only comprehensive interviews and physical measurements. “In order to interview us, we will be able to look more at students’ aspirations, interests, talents and specializations, as well as to learn about the comprehensive qualities of students in all areas. This year, the Chinese University of Science and Technology has requested competition students who have been awarded the second class of the Olympic Competition in Chinese and secondary school subjects throughout the country to also participate in the penitentiary tests, which are mathematics and physics, and not to participate in penultimate examinations as a waiver of selection. The University of Pennsylvania has set a test qualification line, which is 60 per cent (i.e. 180) of the total number of tests performed, and the test results are not recorded for candidates who have failed to meet the qualifying line assigned by the school.
As a result, the criteria for selection of the “strong-based plan” are more rigorous and adhere to the principle of non-exhaustiveness, with a view to genuinely electing students of excellence who are interested, interested and talented in research on basic disciplines.
Associated with enrolment, excellent networking
The greatest difference between the “strong base scheme” and autonomous enrolment is that it is a pooled talent scheme for enrolment and development, which is only a starting point and the subsequent development chain is equally important. There is a general pattern of separate classes for students in the “strong-basis” programme, as well as of mentoring, numeracy and networking.
This year, the University has set up more challenging training programmes for students of the Strong Foundation Programme, which include English-wide courses, honorary courses, etc., with a dual focus on thinking and capacity. Students may apply for tailor-made individualization programmes based on individual development needs. There is also a step-by-step academic training programme to promote early entry into laboratories, early teams, early-entry groups, and to guarantee 100 per cent access to full scientific training.
The University of the State of Maryland has developed a well-connected development model for students of the Strong Foundation Programme, who have completed the prescribed courses at the undergraduate stage and have moved directly into the post-graduate training phase, subject to the requirements of the transfer.
