Offchain Labs, the developer of the Layer 2 network Arbitrum, issued a document stating that it is proposing an improved transaction ordering strategy for the Arbitrum sequencer, adding "Time Boost" to the current first-come-first-served strategy, in which transactions can pay priority fees to obtain small advantage or gain a "time boost" in sorting. This should not affect most users, but may provide a better way to manage "delay race" behavior. The Arbitrum sequencer will apply the time boost formula, adjust the timestamps accordingly, and order the transactions in increasing order of the adjusted timestamps.
