The launch of the first Security Council for the Collective was celebrated on February 9th with an onchain transaction that established a 2/2 multisig, granting authorization to sign protocol upgrades for OP Mainnet.
The two signers on the multisig are the Optimism Foundation and the first Security Council. This milestone follows the ratification of the initial members of the Security Council in December 2023 and a successful governance vote on updating the security model for OP Mainnet.
The Optimism Collective is dedicated to promoting decentralization in various areas such as technical, social, and governance.
In December, OP Labs outlined their plans for Optimism to reach Stage 1 decentralization and progress to Stage 2, according to Vitalik Buterin's 2022 roadmap.
At the Optimism Foundation, we support this goal by transitioning the management of protocol upgrades to a Security Council.
For networks to achieve Stage 1 decentralization and progress to Stage 2, a Security Council, similar to a multisig, is required to manage protocol upgrades while working towards other essential milestones like creating a multiproof network.
This multisig must be maintained by a minimum of 8 independent individuals with a signing threshold of 75% or higher.
The values that guided the creation of the first Security Council for Optimism align with the Collective's overall approach to security, which includes transparency, prioritizing safety over speed, and community participation. Just like how the MIT licensed open source OP Stack is being built in the open, the Security Council is also being created transparently with important documents, such as the public charter, being open for public review.
The principle of safety over liveness is crucial to security in the Optimism ecosystem, meaning it is more important to avoid errors and invalid states, even if it results in temporarily halting operations.
The recently implemented Improved Superchain Incident Response capabilities, introduced through a governance proposal by OP Labs, is an example of this value in practice.
If passed, the Security Council will be responsible for executing the protocol upgrade that implements this proposal. The Security Council is accountable to Optimism Governance, and community input is encouraged to continually improve its operations.
The entire Optimism Collective has been involved in establishing the first iteration of the Security Council, with community participation being essential during rehearsals to practice the onchain transaction that brings the Security Council online.
These volunteers were rewarded with 11k OP during RetroPGF round 3 for their support. The community has also provided feedback on governance proposals related to the Security Council and has played a significant role in drafting and improving the rehearsal process and runbooks.
The completion of Phase 0 today establishes the first shared multisig between the Foundation and the Security Council for OP Mainnet and marks the beginning of the process to expand across the Superchain and evolve into Phase 1.
