It is a relic of the 1940 Portuguese World Exhibition and was built as part of an exhibition on the history of navigation. In fact, it never functioned as a lighthouse.
Much of the Exposition was intended only to be only temporary. This included the Padrão dos Descobrimentos which (surprisingly) was demolished after the Exhibition. The original Padrão dos Descobrimentos was built with just a light iron and cement frame and the rest was plaster, plaster and wood. It was rebuilt with stone and concrete in 1960 to mark the 500th anniversary of the death of Henry the Navigator.
