Organizations need both operations (operations) and development (projects).
DAOs and holacracy solve only operations.
If the organization runs with no change or loose operations in primary industries, nations, etc., it may work.
To respond to change, a token voting system or the speed at which decisions are made at governance meetings is too slow.
Therefore, we advocate the need for both a DAO in charge of the operational side and a DAC in charge of the project side.
